ITEMS REFERRED 00:50:00 9.1 Sauble Water and Sewer Environmental Study Report (November 15, 2011) Bowman reminds council of Jackson's request for deferral This is about what to do, not note and file. Are we putting sewers in or not and if not how do we repay the funding Deferred until councillor Jackson is present at next meeting 00:53:02 9.2 SWASRAHC4-2012 Final Report to Council (December 18, 2012) Consider recommendations from the report Close wants hard copy to look at Kirkland asks if MPW can review recommendations and provide costing Bowman says get hard copies of recommendations to determine what MPW should be considering for budget will discuss later 00:58:13 9.3 PW33-2012 Oliphant Water Treatment Plant Re-instatement-Exemption from Purchasing Policy (December 18, 2012) Associated Engineering this is just fo the engineering can we get costing to get the plant back online 01:06:05 Bowman we are currently trucking; we could continue this for 10 years and not put the plant back online charge by cubic meter rather than surcharge - is it in the public interest to spend the $$ to put the plant back online Kirkland doesn't want to throw a lot of money without knowing what it is going to cost $85,000 - $200,000 is a huge range Needs a smaller range that would be fairer for council to review and make a decision 01:13:00 Neifer reviewing numbers for budget time 01:14:10 Bowman fee for filling a tanker truck so an exemption is needed, offers to author report 01:15:00 9.4 PW30-2012 Oliphant Water Treatment Plant SCADA System (December 18, 2012) Bowman if it breaks fix it; if it isn't broken dont fix it MPW says it is broken but still running; will cost more to fix later than now. Kirkland wants to transfer reserve funds to fix SCADA system Bowman we are in a deficit position 01:22:50 9.2 SWASRAHC4-2012 Final Report to Council (December 18, 2012) CONTINUES Recommendations 01:23:25 a) The Town of South Bruce Peninsula should continue with the implementation of a septic reinspection program, in a format acceptable to Council. already in place 01:23:47 b) The Town of South Bruce Peninsula should begin an aggressive septic system and home water treatment education program which will reach the largest number of residents possible. staff to review and come back with recommendations 01:28:16 c) The Town of South Bruce Peninsula should sample the Beach drains for DNA to determine if the bacteria is human or animal. Bowman not in favour;Mckenzie doesn't see the need Kirkland says DNA may provide direction for the septic reinspection program Bowman says approximate cost is $34,000 and if it comes back as human DNA what are we going to do; would rather wait until after septic inspections are done Turner why spend $34,000 to prove it is coming from septic systems...it is evident no cattle and not many dogs and cats... Close says that it is the initial assumption Kirkland is satisfied there is no problem with water - Sauble Beach is fine - wants to test to show council is being diligent Bowman says DNA will need microbial source tracking to follow up and should be included in the cost estimates Turner says it is a public health issue will have to do testing anyway regardless of cost MPW will bring back costing 01:40:45 d) The Town of South Bruce Peninsula should continue to work with the Public Health Unit to monitor water test results both from private wells and Beach seeps. The Town may consider commissioning a Pollution Study at some point in the future as a continuation of the program which was undertaken this past year. Kirkland very frustrating trying to get information that may already be there Arrange another meeting with public health department 01:46:10 f) The Town of South Bruce Peninsula should approach the Saugeen First Nations to determine if they would be willing to participate in water testing and the ongoing monitoring of water test results. Bring them to the table with the health board 01:46:47 e) The Town of South Bruce Peninsula should look for solutions for storm water management on the Beach. Kirkland wants to divert so not flowing on the beach Staff come back with pricing Kirkland set aside reserves for 2014 02:00:00 10.
